RULES AND REGULATIONS

The Guaranteed Ride Home (GRH) is a publicly funded program that provides peace of mind for commuters who carpool/vanpool or ride public transportation that they will have a ride home if an emergency occurs and their carpool/vanpool or public transportation mode is not available.

The use of the GRH program is only for registered participants who utilize an alternative to driving alone to or from work/school an average of three (3) days per week. The program allows no more than six (6) rides, per participant, per year. GRH rides can originate ONLY at the place of employment or college/university address listed on the commuter’s registration with South Florida Commuter Services (SFCS). GRH vouchers/rides are non-transferable and can only be used by the registered commuter associated with the SFCS registration and voucher. Registrations must be submitted by the individual requesting to participate in the program.

In order to participate in the GRH program, the commuter’s place of employment or college/university locations must be located within SFCS’ seven (7) county service areas (Monroe, Miami-Dade, Broward, Palm Beach, Martin, St Lucie, or Indian River counties). Commuters’ employment locations must be verifiable businesses with a listed phone number and more than one employee. Home-based businesses are not eligible for SFCS registrations. Colleges/universities must be registered with the State of Florida as a higher learning institution.

SFCS has the right to verify home address, employment and/or enrollment of any commuter submitting a registration or participating in the program. At any time, if a commuter is unable to verify his/her employment/enrollment, or their employment/enrollment location does not meet the above stated criteria, the registration may be denied, or the commuter can be removed from the program. SFCS also has the right to request verification of a commuter’s alternative mode use.

What are emergencies?

Emergencies are defined as circumstances that require you (or the carpool/vanpool driver) to leave your place of employment or college/university earlier than expected, during the workday, to respond to an urgent situation AND your mode of transportation (as shown in your SFCS registration) is not available. Additionally, if you are required to work late, without prior notice, causing your mode of transportation (as shown in your SFCS registration) to not be available to you, that too is considered an emergency and is eligible for a guaranteed ride home.

You are not eligible to receive a GRH ride if you have worked your scheduled shift and your mode of transportation (as shown in your SFCS registration) is available.

The only authorized GRH pick-up location is the employment or college/university address on file with SFCS. Changes to a commuter’s registration information will take 7 to 10 business days to process. Requests for rides that travel outside of SFCS’ seven (7) county service area are approved at the discretion of SFCS, on a case-by-case basis.

The GRH program may not be used for personal errands, scheduled overtime, pre-planned appointments or activities, business related travel, vehicle malfunctions (car breakdown), bad weather conditions, transit failures, or trips to the worksite. SFCS has the right to deny the use of an GRH ride request at any time.

When contacting SFCS to request a GRH trip, commuters must have the complete pick-up and destination address that match the commuters’ SFCS registration. Uber/Lyft/taxicabs will not be dispatched to incomplete addresses.

If you are found to violate any of the rules and regulations of the GRH program, you will receive a violation. Receiving two (2) violations will result in immediate termination from the program for up to one (1) year. SFCS reserves the right to modify or eliminate any or all portions of this program at any time. SFCS has the right to remove or deactivate a commuter if they are found violating any of the rules and regulations of the GRH program.

In addition, as a registered participant in the GRH program you, on behalf of your heirs, successors, or assigns, release and hold harmless your employer, the Commuter Assistance Program (Florida) and/or the Guaranteed Ride Home program, the State of (Florida), and CTS Engineering, Inc. from any liability, claims, and demands of any kind whatsoever, including but not limited to any liability for personal injury including death, loss, theft, or damage to your personal property, loss of income, consequential damages (hereinafter “losses”) resulting from delays or absence of a GRH ride service provider or termination of this program. You also agree that you will seek recovery from the company providing your ride, and not your employer, the Commuter Assistance Program (Florida) and/or the Guaranteed Ride Home program, the State of (Florida), or CTS Engineering, Inc. for any losses occurring during transport.
